Leopards offers document attestation services for MOFA and MOFA Apostille, with government certification fees starting at Rs. 3,000 per document. Its published courier charges start at Rs. 1,000 for office-to-office delivery within the same city and Rs. 1,100 for office-to-doorstep delivery. The final cost depends on the document category, delivery option, number of documents and applicable additional charges.
Before applying, applicants should understand that general MOFA attestation and apostille are different services. The correct option depends on the destination country and the requirements of the institution receiving the documents.
What is MOFA document attestation?
MOFA document attestation is the authentication of a Pakistani document by the Ministry of Foreign Affairs. It confirms the authenticity of the relevant official signature, seal or authority associated with the document.
People commonly need document attestation for:
-
University degrees and academic transcripts.
-
Marriage certificates and Nikah Nama.
-
Birth certificates and family registration documents.
-
Police clearance certificates.
-
Employment and experience certificates.
-
Powers of attorney and other legal documents.
-
Commercial documents used in international business.
MOFA is generally the final Pakistani government authentication authority in this process. However, many documents must first be verified by the department responsible for issuing or authenticating them.
For example, a university degree generally requires HEC attestation before it can be submitted for MOFA processing. Matriculation and intermediate certificates require IBCC countersignature.
General attestation vs apostille: what is the difference?
These two services authenticate documents for international use, but they are not interchangeable.

Pakistan’s current MOFA country directory identifies which destinations accept apostille and which require general attestation. Applicants should check the destination before choosing a service. Some countries may require additional verification by their receiving authorities even when an apostille is accepted.
Example: Someone sending a Pakistani university degree to an institution in a country accepting Pakistani apostilles may use the apostille route, provided the receiving institution accepts that certification. Someone applying to a destination requiring general attestation should follow that country’s legalization requirements instead.

MOFA general attestation fee
The current MOFA online fee schedule also lists the following general attestation charges:
|

Rs. 10 |

These are separate from apostille charges. Applicants should follow the fee challan generated by the current MOFA portal rather than relying on older fee information published elsewhere.
Leopards MOFA attestation service charges
Leopards publishes separate charges for handling and delivering documents. Applicants can choose between office-to-office and office-to-doorstep delivery.
|
Service |
Within city |
City to city |
|---|---|---|
|
Office to office |
Rs. 1,000 |
Rs. 1,500 |
|
Office to doorstep |
Rs. 1,100 |
Rs. 1,700 |
The published prices cover up to three documents.
Additional charges include:
-
Within-city additional document: Rs. 200 each.
-
City-to-city additional document: Rs. 300 each.
-
Insurance: 2.5% of the declared value.
These are the charges displayed on the official Leopards attestation page. Applicants should confirm that the rates still apply when booking.
Example: calculating the cost for three educational documents
Suppose an applicant needs apostille certification for three educational documents and chooses office-to-doorstep delivery within the same city.
|
Cost component |
Amount |
|---|---|
|
Three educational apostilles (3 × Rs. 3,000) |
Rs. 9,000 |
|
Leopards within-city doorstep service |
Rs. 1,100 |
|
Estimated total |
Rs. 10,100 |
This example excludes any applicable insurance or other charges. It assumes all three documents qualify for the same apostille fee category.
The calculation shows why applicants should consider both government certification fees and courier charges when estimating their document attestation budget.
How to get documents attested through Leopards Courier
Leopards offers MOFA and apostille document services through designated Express Centers in Pakistan. MOFA also lists Leopards among the courier companies authorized to receive and deliver documents for attestation.
The following steps explain how applicants can prepare and submit their documents.
Step 1: Identify the required attestation service
First, check the country where the documents will be used.
Visit the official MOFA country directory and identify whether the destination accepts Pakistani apostilles or requires general attestation.
This step helps prevent applicants from paying for the wrong type of certification.
Step 2: Complete the required preliminary verification
Some documents need authentication before MOFA can process them.
Common examples include:
-
University degrees: Obtain the applicable HEC attestation.
-
Matric and intermediate certificates: Obtain IBCC countersignature.
-
Medical degrees: Complete the applicable HEC and Ministry of National Health Services authentication.
-
Technical qualifications: Obtain verification from the relevant technical board and NAVTTC, where required.
The precise requirements depend on the document category. Applicants should consult the official MOFA checklist before submitting anything.
Step 3: Register through the MOFA online portal
From 27 July 2026, MOFA requires prior online registration for apostille applications.
Applicants can visit the MOFA attestation portal to create an account.
The registration and application process includes:
-
Create an account using the required personal information.
-
Verify the registered email address.
-
Complete the applicant profile.
-
Attach both sides of the CNIC where requested.
-
Select the required attestation service.
-
Create a new application.
-
Upload clear copies of the documents.
-
Review the information and submit the application.
MOFA communicates application approval and further processing instructions through the registered email address.
Step 4: Contact a designated Leopards Express Center
After preparing the documents and completing the applicable online requirements, applicants can contact or visit a designated Leopards Express Center.
Ask the representative to confirm:
-
Whether the required document category is accepted.
-
Whether the application needs MOFA portal approval first.
-
Which original documents and photocopies are required.
-
Whether the service is available at that particular center.
-
The applicable government and courier charges.
-
The available return-delivery options.
Leopards’ published service information identifies designated Express Centers for apostille document verification. It also specifies that legal documents can only be submitted at a MOFA camp office through the listed service arrangement. Applicants handling powers of attorney and affidavits should be particularly careful because MOFA requires physical presence for these categories under its published instructions.
Step 5: Submit the documents and pay the applicable charges
Once the document requirements and submission method are confirmed, submit the documents through the accepted channel.
Keep the following items available:
-
Original document.
-
Required photocopies.
-
CNIC or other requested identification.
-
MOFA application or approval details.
-
Supporting verification certificates.
-
Payment receipt and courier booking receipt.
Ask for a receipt or tracking reference. This will help the applicant follow up if the documents are delayed or require additional verification.
Step 6: Receive the attested documents
After processing, the documents are returned through the selected delivery arrangement.
For office-to-office service, the applicant collects the documents from the selected Leopards center. For doorstep delivery, the documents are sent to the provided address.
Applicants should inspect the returned documents and check that the attestation or apostille details are correct. Where an apostille has been issued, its authenticity can be checked using the QR code or the verification facility provided by MOFA.
MOFA Pakistan online attestation and appointment system
Applicants searching for MOFA Pakistan attestation online, an appointment, or the MOFA attestation login should use the current government portal rather than unofficial websites.
The official system supports both general attestation and apostille applications.
The current published workflow is:
-
Register or sign in.
-
Complete the applicant profile.
-
Upload the documents.
-
Wait for the relevant FALO officer to review the application.
-
Book an appointment after approval.
-
Pay the generated online challan.
-
Complete the required submission and collection arrangements.
The current portal explains that the fee challan becomes available after document approval and appointment booking.
A note about the October 2026 digital system: ProPakistani reported on 15 October 2026 that MOFA had introduced electronic attestation certificates from 12 October, with e-certificates delivered by email after the required procedures. However, the published applicant workflow also describes office appointments and document collection. Applicants should check their individual application instructions to establish whether physical submission is necessary.

This is a general guide, not a guarantee that every document in a category will be accepted without additional evidence. The official MOFA apostille checklist and document requirements should be checked before submission.
Can applicants get MOFA attestation through Leopards without visiting MOFA?
In many cases, authorized courier companies provide a way to submit and receive documents without the applicant personally visiting the Ministry.
MOFA lists Leopards among its authorized courier providers for document attestation. However, not every document follows the same procedure.
Powers of attorney and affidavits have special physical-presence requirements under MOFA’s published instructions. Legal documents also have specific submission arrangements. Applicants should confirm the applicable procedure before handing over original documents to a courier representative.
How to verify MOFA apostille or attested documents online
MOFA provides online verification facilities for issued documents.
The verification process generally involves:
-
Open the official MOFA document verification service.
-
Select the relevant verification option.
-
Enter the requested certificate or tracking information, where applicable.
-
Follow the portal instructions to check the certificate.
Apostilles issued by Pakistan can also be checked through their QR codes. The Hague Conference on Private International Law identifies Pakistan’s Ministry of Foreign Affairs as the competent authority for apostilles.
Applicants should use the official government verification service rather than relying solely on a courier receipt or delivery notification.
Common mistakes to avoid during document attestation
Several avoidable mistakes can delay the process.
-
Choosing the wrong service: Check whether the destination requires apostille or general attestation.
-
Skipping HEC or IBCC verification: Educational documents may be rejected if the required preliminary authentication is missing.
-
Submitting unclear scans: Upload complete and readable copies of the original documents.
-
Using outdated fee information: Check the current MOFA portal and Leopards service charges before payment.
-
Ignoring special document requirements: Powers of attorney, affidavits and legal documents may require different submission arrangements.
-
Not keeping receipts: Save the MOFA application reference, payment evidence and Leopards tracking number.
-
Assuming all foreign countries accept apostilles: Confirm the receiving country’s requirements before applying.
MOFA camp offices and timings
If you’d rather go yourself, or you have legal documents, MOFA runs its Consular Services Hall in Islamabad and camp (liaison) offices in Karachi, Lahore, Peshawar and Quetta. Its SOP also lists Gujrat for apostille walk-ins of legal documents. Attestations from the camp offices count the same as those done in Islamabad.
MOFA’s website gives Monday to Friday, 8:30 am to 4:30 pm for consular queries (help line 051-90569524), with shorter hours in Ramadan. The May 2026 SOP lists 8:00 am to 4:00 pm for the Islamabad hall. City-by-city timings for the Lahore and Peshawar offices aren’t published separately, so call ahead before travelling.
Other attestation services at Leopards counters
The same Leopards page lists two more services. For the National Police Bureau, Leopards describes itself as the exclusive partner for character certificates, which some visa applications (it mentions Spain) require; you hand in documents at an Express Centre and choose office or doorstep delivery. It also handles University of Sindh document verification for students and alumni. The page doesn’t give fees for either. For the full range of what Leopards sells, see the guide to Leopards Courier services.
Common questions
Is the MOFA fee included in the Leopards charge?
No. MOFA says authorised couriers charge their service fees in addition to the apostille fee. For three educational documents within one city, office to office, that’s Rs 9,000 to MOFA plus Rs 1,000 to Leopards.
Can I send legal documents for apostille through Leopards?
No. Leopards’ page says legal documents can only be submitted at a MOFA camp office.
How long does Leopards take to return apostilled documents?
Neither Leopards nor MOFA publishes a turnaround time for the courier route. MOFA’s SOP says general documents handed in at its own counters are usually processed within two hours or by closing time, but courier collection and return add time. Ask the centre for an estimate when you book.
Which Leopards centres accept attestation?
Only designated Express Centres. Leopards hasn’t published the list online, so call (021) 111-300-786 or ask your nearest centre. Contact details are on the Leopards helpline page.
What if my documents are delayed or lost?
Keep the booking receipt and CN number, then raise it with Leopards. The Leopards complaint guide explains the channels.
Final thoughts
Getting documents attested through Leopards can simplify the submission and delivery arrangements for applicants who do not want to manage courier logistics themselves. The key is to select the correct MOFA service, complete HEC or IBCC verification where required, and calculate both government and courier charges before submitting original documents.
Applicants can start by reviewing the official Leopards MOFA attestation service and checking the latest requirements on the MOFA attestation portal.
